The Tea Cake skirt has two drawcords making its waist adjustable. The waist measurements given are of the maximum measurement it can accommodate. You can size down upto an inch comfortably using the drawcords.
Tea Cake skirt is designed so it can give you the flexibility of choosing your own waist line, high, mid or even low waisted. However, keep the desired waistline in mind while choosing your size.
