The Niram top has a bust panel underneath the two layers of frills. The bust panel has an elastic at the hem, to secure the bust in place. You may wear this top with or without a bra. The elastic lays right under the bust, accommodating a range of sizing.
Your waist sizing does not apply here as the top is of cropped length.
